The Secretary may repair and upgrade pump stations that are part of a federal flood or coastal storm project or an integrated flood system when their failure would hurt how the project works. An "eligible pump station" is one that fits those projects or systems and whose failure would affect the project. "Rehabilitation" means fixing major problems from long-term wear to foundations, materials, or systems. It can include updating design standards, improving efficiency and drainage, and raising capacity if that greatly lowers risk to people or property or cuts total long‑term rehab costs. The Secretary can do a rehab only if the pump station has a major problem and the work is feasible. Local or non‑Federal partners must pay 35% of the rehab cost and provide all land, easements, rights‑of‑way, and needed relocations for free. Rehab work starts only after a binding agreement that the partner will pay its share and will pay all future operation and maintenance costs under rules set by the Secretary. Rehab is not treated as a separate part of the original Corps project. Up to $60,000,000 is authorized for this work. The Secretary must, as much as possible, give priority to projects that benefit economically disadvantaged communities, including those in cities and rural areas.
