Requires the Secretary to do repairs and upkeep on Federal jetties, pile dikes, and breakwaters so they continue to serve their intended purpose. Repairs must protect harbors from expected changes in wave action or sea level that may happen during the structure’s useful life. Does not allow calling those repairs "major rehabilitation" in two cases: when the Secretary finds future wave or sea-level changes will reduce the structure’s function and the work is needed to restore it; or when regular federal maintenance was not done and, because of that, the structure’s strength is degraded or a pile dike has become disconnected.
