Gives plain meanings for key words used in the chapter. Administrator means the head of the Environmental Protection Agency. Coastal waters means the U.S. territorial sea, the Great Lakes and their connecting waters, marine and estuarine waters up to the head of tidal influence, and the Exclusive Economic Zone established by Presidential Proclamation Number 5030, dated March 10, 1983. Municipal or commercial waste means solid waste (see 42 U.S.C. 6903) but not wastes listed under 42 U.S.C. 6921, wastes from a vessel’s normal operations, construction-only debris, sewage sludge regulated under title I of the Marine Protection, Research, and Sanctuaries Act of 1972 (33 U.S.C. 1411 et seq.), or dredged/fill material regulated under that Act, the Federal Water Pollution Control Act (33 U.S.C. 1251 et seq.), or the Rivers and Harbors Appropriation Act of 1899 (33 U.S.C. 401 et seq.). Person means people, businesses, governments, States, municipalities, and similar bodies. Receiving facility means where municipal or commercial waste is unloaded from a vessel. United States, geographically, means the 50 States, Puerto Rico, the District of Columbia, the Virgin Islands, American Samoa, Guam, the Northern Mariana Islands, and any other U.S. territory or possession. Waste source means the place or vessel where municipal or commercial waste is loaded onto a vessel, including vehicles used to load it.
