The Administrator must study whether more tracking systems are needed and whether they actually work to stop ships from dumping city or business waste into coastal waters. The Administrator must work with the Secretary of Transportation, use permit and enforcement data it already has, and rely on the information the Secretary provides. The report must say whether more tracking is needed and be sent to Congress within 24 months after November 18, 1988. The Secretary of Transportation must give recommendations about the tracking systems the Secretary is studying, and must weigh how well each system works and how much it would cost the United States Government and the ship owner.
