Treat any reference to a law that this Act replaces as a reference to the matching part of this Act. Rules, orders, or regulations made under the old law keep running under the new law until they are changed or canceled. Headings or short titles cannot be used to decide what the law means. Rights, duties, penalties, and court cases that started before August 18, 1990 must be handled under the law that applied then. Unless this Act says otherwise, it does not change admiralty and maritime law or the power of federal district courts over maritime cases, and people keep any other remedies they already had.
