Set up a program to find, watch, and study submerged oil in the Delaware River and Bay. The Under Secretary of Commerce for Oceans and Atmosphere, working with the Commandant of the Coast Guard, must create ways to remove or break up submerged oil, make better models to predict where the oil will go and how it will affect the environment, and improve methods to detect and monitor submerged oil. Not later than 3 years after July 11, 2006, the Secretary of Commerce must report what was done and what is planned to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives. The Commandant of the Coast Guard, with the Under Secretary, must run a demonstration project to develop and show technologies and practices for removing submerged oil from the Delaware River and other navigable waters. Up to $2,000,000 is authorized each year for fiscal years 2006 through 2010 for the Coast Guard to carry out this project.
