Names the nine commissioned officer ranks, using the same order as Navy ranks: Vice admiral; Rear admiral; Rear admiral (lower half); Captain; Commander; Lieutenant commander; Lieutenant; Lieutenant (junior grade); Ensign. Requires the Secretary to set percentages for how many officers should be in each rank on the lineal list. At least once a year the Secretary must figure the allowed number in each rank by applying those percentages to the total number of officers on active duty that day. Round to the nearest whole number, and if the fraction is exactly one-half, round up. The yearly total can be passed temporarily if the fiscal-year average does not exceed the authorized number. Officers in positions under section 3028(a) and retired officers recalled to duty are not counted. No officer may be reduced in rank or pay or removed from the officer corps because of these calculations.
