The Secretary sets how long officers must serve when they get appointments, training, promotions, separations, continuations, or retirements. The Secretary and each officer must sign a written agreement that explains the required service in return for those benefits. If an officer does not complete the agreed service, the Secretary can make them repay part of the training cost equal to the time they did not serve. That repayment is a debt owed to the United States. A bankruptcy discharge under title 11 entered less than five years after the agreement ends does not cancel that debt. The Secretary can waive the obligation if the officer becomes unable to serve on active duty for reasons beyond their control, or if they are found physically unfit for appointment because of a medical condition not caused by their own willful misconduct.
