The Administrator must name one or more Cooperative Aviation Centers at colleges to help train and recruit pilots for NOAA’s commissioned officer corps. Schools must apply, have a four-year baccalaureate professional flight and piloting program accredited by the Aviation Accreditation Board International, and be in places with varied weather (strong winds, storms including tornadoes, low visibility, heat, snow or ice) so pilots get real-weather experience. Administrator = Under Secretary of Commerce for Oceans and Atmosphere and the NOAA Administrator. Cooperative Aviation Center = a center so designated. NOAA must appoint an Advisor from its officer corps to coordinate work with the centers, help with curriculum, and act as the chief aviation recruiter.
