Officers of the Administration can get the same kind of temporary promotions or rank advances that Navy personnel may get during a war or national emergency. Those promotions follow limits. A commissioned officer serving under section 3061 may be temporarily promoted to a higher rank if the Secretary of that military department recommends it. An Administration officer may be temporarily promoted to fill vacancies caused when officers transfer to a military department under section 3061. Temporary appointments can be in any grade allowed for original appointments, but the total number of temporary appointees cannot be more than the number of officers transferred to a military department under section 3061.
