Makes many rules that apply to the military in title 10 also apply to the commissioned officer corps of the National Oceanic and Atmospheric Administration. It covers 27 specific provisions, including rules about leave; transfers; wearing uniforms or religious clothing; jury service; oaths; protected communications and anti-retaliation; savings deposits; travel and escort pay; adoption reimbursement; mental health checks and referrals; separation and special separation benefits; disability retirement and related pay and annuities; death benefits; certain family programs; education help; moving vehicles; loss of property; final settlement of accounts; and a few other related matters. Powers that title 10 gives to the military departments or the Secretary of Defense for those rules must be used for NOAA officers by the Secretary of Commerce or someone the Secretary picks. For the protected-communications rule, “Inspector General” means the Commerce Inspector General. The Secretary of Commerce may write rules to apply the protected-communications law to NOAA officers and set up investigation and appeal procedures.
