If the Secretary limits a job to people already in career or career‑conditional competitive service jobs in the Administration, an officer who has served at least three years in the Administration’s commissioned officer corps counts as if they were in a career or career‑conditional competitive service position for that hiring rule. If that officer is picked, the Secretary must give them a career or career‑conditional competitive service appointment as appropriate. The term "competitive service" means what federal law defines.
