The Under Secretary can make rules about shore leave for professional mariners without following section 6305 of title 5. The rules must give mariners on ocean-going vessels 4 days of leave each pay period and allow mariners temporarily promoted on a vessel to be paid the difference between their temporary and permanent pay for leave earned. A "professional mariner" is someone on an Administration vessel who works in engineering, deck, steward, electronic technician, or survey.
