The NOAA Administrator must set up an Ocean Exploration Advisory Board made of experts from universities, businesses, nonprofits, philanthropic groups, policy organizations, and Tribal entities. The board will advise on survey and discovery priorities, help make a 5-year strategy for ocean, marine, and Great Lakes science and exploration, annually review the quality of the proposal review process under section 3403(a)(4), identify market barriers to new ocean mapping and exploration products and tools, recommend better data management practices, and give other advice when asked. The rule in section 1013 of Title 5 does not apply to this Board. Nothing here reduces or changes the Secretary of the Interior’s authority under the Outer Continental Shelf Lands Act (43 U.S.C. 1331 et seq.).
