Title 33 › CHAPTER 50 — FEDERAL OCEAN ACIDIFICATION RESEARCH AND MONITORING › § 3704
Create a strategic plan for Federal research and monitoring of ocean acidification and coastal acidification no later than 2 years after March 30, 2009, and then update the plan every 5 years after each published plan until 2035. The Subcommittee must assess how acidification affects marine life and ecosystems, study the social and economic effects, and lay out ways to adapt to and reduce those impacts while protecting marine organisms and habitats. In making the plan, the Subcommittee must use existing studies, reports, and the advice of the Advisory Board in section 3703(c). The plan must set 10-year goals starting the year it is submitted and must include both ocean science and social science work. It must improve understanding of physical, chemical, and biological effects; measure short- and long-term socioeconomic effects; provide information to make adaptation and mitigation plans and test how well they work; and study how acidification interacts with other stressors such as sediment changes, low oxygen, and harmful algal blooms. The plan must describe specific activities (research, monitoring, technology and method development, data collection and management, modeling, international work, outreach, and more), list relevant Federal programs and agency roles, outline budgets for each agency, identify current and needed monitoring systems, and explain how stakeholders will get data and be involved. It must recommend social science and economic research to fill key gaps identified in the Ocean Chemistry Coastal Community Vulnerability Assessment (section 3703(c)(4)), and explain monitoring needs for industry, fishery managers, Tribal governments, coastal managers, and experts. The plan must say how it used Advisory Board feedback. At minimum it must cover monitoring at coastal and open-ocean sites (including satellites), species and food-web effects, modeling of the carbon cycle and ecosystem impacts, technology for chemistry measurements on moorings and floats, socioeconomic assessments and adaptation research, studies of combined stressors, and applied adaptation research. The Subcommittee must publish the plan on a public website when it sends the plan to Congress.
