Pays for four kinds of costs for a qualifying project. First, planning and early work like studies, revenue forecasts, environmental reviews, permits, and design. Second, building work such as construction, rebuilding, repairs, or replacement. Third, buying land or water rights, making environmental fixes, paying construction contingencies, and buying equipment. Fourth, financing costs during construction, like interest added to the project, required reserve funds, costs to issue financing, and other carrying costs.
