Title 33 › Chapter 8— SUMMARY TRIALS FOR CERTAIN OFFENSES AGAINST NAVIGATION LAWS › § 391
A U.S. attorney must investigate complaints that a ship’s captain, officer, or sailor on a vessel owned in whole or part by a U.S. citizen committed a federal crime that is not punishable by death and not considered especially disgraceful, involving protection of people or property in commerce or navigation. If the attorney thinks the case should be handled quickly, they must tell the district judge, and the judge must try it as soon as possible, even by calling a special court session if needed.
