Money from these programs must only pay for building, changing, fixing, or keeping up projects that use iron and steel made in the United States. Covered iron and steel items include pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and similar construction materials. The Administrator can allow a waiver if using U.S. iron and steel would hurt the public interest, if U.S. products are not available in enough quantity or quality, or if using them would raise the total project cost by more than 25 percent. If a waiver is asked for, the Administrator must post the request and related information online, let the public comment for at least 15 days, and follow U.S. international agreements.
