Requires the Secretary to create and follow a faster, clearer review process for "section 14 applications." A section 14 application is a request to use, occupy, or change a public work under the Rivers and Harbors Act of 1899. Within 1 year after June 10, 2014, and after public notice and comment, the Secretary must set rules with time goals for reviews. The goals should normally say whether an application is complete within 15 days and tell the applicant right away what is missing. For completed applications, the goal is usually to approve or deny within 45 days. For larger or more complex projects, the goal may be up to 180 days, but the Secretary must tell the applicant in writing and give an estimated finish time. If the Secretary misses these targets, they must send the applicant a written explanation of why, what extra steps are needed, and how long more it will take, and send that notice to the Senate Environment and Public Works Committee and the House Transportation and Infrastructure Committee. The Secretary must also keep an online public list of all section 14 applications and their status, issue guidance within 120 days after December 16, 2016, and make these duties a priority.
