Floating loose timber and sack rafts are allowed on any U.S. river or part of a waterway where moving logs that way is the main form of navigation. Those rivers or parts of waterways must follow rules the Secretary of the Army makes and can change to manage floating logs and other navigation. The Secretary must publish the rules and any changes at least once in newspaper(s) that will notify the people affected. The published rules are law. Breaking them is a misdemeanor punishable by a fine of $500 to $2,500, or jail for 30 days to 1 year, or both. Cases can be started in any U.S. magistrate, judge, or federal court. Congress may change or repeal this at any time.
