Title 33 › Chapter 54— COMMERCIAL ENGAGEMENT THROUGH OCEAN TECHNOLOGY › § 4106
The Administrator must carry out this chapter using funds already appropriated or otherwise made available to the Administration. The Administrator may enter into contracts and other agreements with U.S. or foreign governments; accept donations and unpaid services even where normally restricted (see section 1342 of title 31); take funds from other Federal agencies; use the National Oceanographic Partnership Program (chapter 665 of title 10) to get funds, donations, contracts, and grants; transfer appropriated funds to organizations under agreement; and, with consent and as money allows, use land, equipment, staff, and facilities of Federal, State, local, tribal, or foreign governments and international organizations, with or without reimbursement.
