Have the Engineer Department of the Army pay costs for checking plans or sites of bridges or other structures in navigable waters, investigating alleged violations of laws protecting those waters, or marking harbor lines from funds for the affected waterways or harbors. If those funds aren’t available or enough, the Chief of Engineers may use river-and-harbor survey and contingency funds.
