The Secretary of the Army, through the Chief of Engineers, must use and promote practices that make places where dredged material is stored last longer and hold more, so new sites are needed as little as possible. These practices include building dikes, consolidating and dewatering the dredged material (making it settle and dry), and adding drainage and outflow systems.
