Sawmill owners on the Mississippi and St. Croix Rivers in Wisconsin and Minnesota may, under the Secretary of the Army's direction, build piers or cribs in front of their mills to protect the mills and rafts from floods and ice. If a structure blocks navigation, the government may remove it and charge the owners.
