Defines key words used in this chapter. Circular economy means an economic approach that rebuilds and reuses materials, keeps products at their highest value, and designs out waste. EPA Administrator means the head of the Environmental Protection Agency. Indian Tribe means the same as the term used in title 25 of the U.S. code. Interagency Marine Debris Coordinating Committee means the federal committee set up to deal with marine debris. Marine debris is defined elsewhere in this law. Marine debris event means a harmful debris incident from natural disasters, one-time spills or groundings affecting valuable habitats, or intentional or grossly negligent acts causing major harm. Nonprofit organization means a 501(c) tax-exempt group. Post-consumer materials management means the systems for collecting, moving, disposing, and recovering used materials and packaging. State includes a State, an Indian Tribe, the District of Columbia, a U.S. territory or possession, and their local governments. Under Secretary means the Under Secretary of Commerce for Oceans and Atmosphere, who is also the NOAA Administrator.
