§4201 Definitions

Defines key words used in the chapter. "Circular economy" is an approach that designs industrial and economic systems to restore or renew resources, keep materials at their best value as long as possible, and reduce waste by better design. "EPA Administrator" is the head of the Environmental Protection Agency. "Indian Tribe" has the meaning given in section 5304 of title 25. "Interagency Marine Debris Coordinating Committee" is the committee set up under section 1954 of this title. "Marine debris" has the meaning in section 1981 of this title. A "marine debris event" is an incident that affects or could soon affect the United States, including debris from natural disasters (like tsunamis, floods, landslides, or hurricanes), single large spills or wrecks that harm valuable habitats, or debris caused by intentional or grossly negligent acts that cause major economic or environmental damage. "Nonprofit organization" is an entity described in section 501(c) and tax-exempt under section 501(a) of title 26. "Post-consumer materials management" covers the systems for handling used materials (packaging, goods, and other items), including collection, transport, safe disposal of unrecoverable waste, and processes for materials that can be recovered, reused, repaired, refurbished, or recycled. "State" includes a State, an Indian Tribe, the District of Columbia, a U.S. territory or possession, and political subdivisions of any of these. "Under Secretary" is the Under Secretary of Commerce for Oceans and Atmosphere, who is also the Administrator of NOAA.
