You must not dump any kind of refuse into Lake Michigan within eight miles of the shore opposite Cook County, Illinois, or Lake County, Indiana. The only waste allowed is liquid runoff that comes from streets and sewers. Waste may be put inside a breakwater only if the breakwater stops it from getting out into the lake. No government officer may allow dumping that breaks these rules. Work to build or repair breakwaters or navigation structures, or to get water, is allowed. Violators are guilty of a misdemeanor and can be fined up to $1,000 for each offense.
