The United States must promote beach nourishment to cut flood, hurricane, and storm damage. It must also support research and projects that protect, restore, and improve sandy beaches, including beach restoration and regular renourishment for a 50-year period, under the Act of July 3, 1930 (33 U.S.C. 426). Priority goes to places where the Federal Government already invested money or where Federal navigation projects or other Federal actions caused the need. The Secretary must apply this policy to every shore protection and beach renourishment project, including projects built before November 8, 2007.
