When a State governor or a local government official asks, the Secretary can give designs, plans, specifications, and other technical help they think useful to carry out two kinds of projects: taking out snags and other debris and clearing or straightening channels in navigable streams and their tributaries, and renovating those streams mainly with nonstructural, cost‑effective methods to improve drainage, water quality, and habitat diversity. The State or local government must pay half (50 percent) of the cost for any designs, plans, specifications, or technical help provided.
