The EPA can give money to help reduce plastic waste and improve how communities handle trash and recycling. States can get grants to carry out their plans and to help local recycling and waste systems. Local governments, Indian Tribes, public water systems, municipalities that run sewage treatment plants, and nonprofits can get competitive grants for projects that stop or remove plastic, microplastics, and microfibers from drinking water, wastewater, stormwater, and rivers. Eligible projects include planning, design, construction, technical help, anti-litter work, ordinance enforcement, capturing trash at storm drains, education, and monitoring. Applicants must send applications in the form and at the time the EPA requires. The EPA must report by January 1, 2023 on what was done, estimates of how much plastic was kept out of oceans and waterways, and whether the grant program should become a state revolving fund. Workers on projects paid by these grants must get at least the local prevailing wages set by the Secretary of Labor, and certain Clean Water Act construction rules apply. Grant funds cannot be used to pay or secure tax-exempt bond obligations. Congress authorized $55,000,000 per year for fiscal years 2021–2025 for the State grants and $10,000,000 per year for fiscal years 2021–2025 for each of the other grant programs.
