Require every scow or boat that carries dredged material, earth, sand, mud, cellar dirt, garbage, or similar offensive stuff to have the vessel’s name or number and the owner’s name painted in letters at least 14 inches high. The names must stay easy to read. Painting the same names 14 inches high on both ends of the boat also meets the rule. Owners or masters must keep a list of everyone who works on the boat and let others look at it. Each vessel must carry a rope or lifeline that runs the length of the deck and sticks up 3 feet, fastened to the coaming, plus a life preserver and a life buoy for every person aboard. The boat must also have an anchor weighing at least 275 pounds with at least 100 feet of cable. The lifeline rule does not apply if the deck outside the coaming or rail is no more than 1 foot wide. Owners who do not follow these rules can be fined up to $500.
