You must not fish or dredge for shellfish in the channels that lead to and from New York Harbor. You also must not do anything that interferes with the safe passage of large ocean-going ships. Breaking this rule is a misdemeanor. A person convicted can be fined $50 to $250, jailed 30 days to 6 months, or both. The U.S. harbor supervisor must enforce the rule. The supervisor’s deputy inspectors can arrest people who break it, with or without a warrant, but they may only arrest without a warrant if they saw the offense happen. Anyone arrested must be taken right away before a U.S. magistrate, judge, or court to be dealt with like other federal crimes.
