Title 33 › Chapter 10— ANCHORAGE GROUNDS AND HARBOR REGULATIONS GENERALLY › § 476
Federal officials may not, on or after October 18, 1977, approve permits or licenses to build, change, or expand terminals, docks, or similar facilities in or next to Puget Sound or other navigable waters in Washington east of Port Angeles if doing so would let the facility handle more crude oil than it could on October 18, 1977. The only exception is crude oil that will be refined for use inside Washington. Congress found that Puget Sound and its shoreline are a fragile, important resource and that more tanker traffic raising the risk of collisions and oil spills needs to be stopped to protect the area.
