When the Secretary thinks a bridge is blocking navigation too much, the Secretary must give notice to the bridge owner, people who use the water under it, those who use the railroad or road on it, and any other interested parties, and hold a hearing. At the hearing, those people can present evidence and speak about whether the bridge needs changes and what changes are needed. If the Secretary decides changes are needed to make navigation reasonably free while also considering rail and highway needs, the Secretary must make a finding and issue an order requiring the necessary changes and serve that order on the interested parties.
