After an order is served, the bridge owner must prepare and send general plans and specifications to the Secretary of the department that oversees the Coast Guard, within a reasonable time the Secretary sets. The plans must show how the bridge will be changed to follow the order and can include extra changes the owner wants for railroad or highway traffic. The Secretary can approve or reject any part of the plans and can ask for new or more plans. Once the Secretary approves the plans, everyone must follow them unless the Secretary and the bridge owner both agree to later changes.
