After an order to change a bridge, the Secretary of the department that runs the Coast Guard can make partial payments as the work goes on, but only if money has been provided by Congress. Federal payments can’t be more than the United States’ share of the bridge owner’s total project cost. If the total cost is higher than the owner’s guaranteed cost, payments are limited to the U.S. share of that guaranteed cost. If extra costs come from emergencies or things beyond the owner’s control, the Secretary may review the situation and approve extra federal help, then tell the Secretary of the Treasury to pay it. Payments are made by the Treasury after that certification.
