An order made under section 516 can be appealed to the U.S. court of appeals for any circuit that includes the bridge if a petition is filed within three months. That court’s decision is final unless the Supreme Court reviews it under section 1254 of title 28. The appeal looks only at legal questions; the Secretary’s factual findings stand if backed by substantial evidence. The court may affirm, change, reverse, or send the case back. Appeals do not delay other Secretary orders (except orders under section 516) and do not remove any owner’s liability or penalties.
