The owner of a privately owned interstate toll bridge must, within ninety days after the bridge is finished, send a sworn, itemized report to the Secretary of Transportation and to the highway departments of the States where the bridge sits. The report must list the actual original costs to build the bridge and its approaches, the cost to buy any needed land, and the real costs of financing and promoting the bridge. The Secretary may examine those costs any time within three years after completion, and must do so if a State highway department asks. The owner and its successors must give all records about construction, financing, and promotion for that review. The Secretary’s finding about what costs were reasonable is final for the uses in section 527, except a court of equity may review it only for fraud or gross mistake.
