Requires the Board of Engineers for Rivers and Harbors to review every examination and survey report that the law allows. The Chief of Engineers can also ask the Board to review special reports that Congress orders. If the Senate Environment and Public Works Committee or the House Public Works and Transportation Committee passes a resolution asking for a review and sends it to the Chief of Engineers, the Board must examine the report and send its findings back through the Chief, who will give his conclusions as usual. The Board may not widen the project beyond what the original report or the law that authorized the work described.
