Title 33 › Chapter 12— RIVER AND HARBOR IMPROVEMENTS GENERALLY › Subchapter I— GENERAL PROVISIONS › § 550
The Chief of Engineers of the U.S. Army must say, in his yearly reports, what kind of terminal and transfer facilities exist at every harbor or waterway the United States is maintaining or improving, and whether they are good enough for current trade. He must also send one or more special reports on this topic as soon as possible after January 18, 1918. The special reports must give a short description of each terminal (where it is, how well it handles traffic, who owns it, and any rules for public use); say whether rail and highway links exist, who owns or controls those links, and whether rail and water traffic can be exchanged; if no public terminal exists, give an opinion on the need, number, and best locations; and include a general study with descriptions and basic plans of terminal types suited to different harbors and conditions.
