Owners and operators of vessels on U.S. navigable waters must give the Secretary of the Army information on passengers, freight, and tonnage when required; log rafts are exempt unless the owner is asked. Violators can be fined up to $5,000 or jailed up to two months in U.S. district court, and the Secretary may assess civil penalties up to $2,500 per violation for failing to provide timely, accurate statements.
