The Secretary of the Army can give permission for public roads and streets to cross U.S. lands set aside for river, harbor, or flood control work. That can include space for bridge parts like piers and abutments. He may only allow it if he finds it is in the public interest and will not substantially harm the United States’ property interest. The Secretary can cancel any or all of these permissions if the holder breaks the terms, stops using them, or abandons them. This power does not apply to lands held or acquired by the Tennessee Valley Authority under the Tennessee Valley Authority Act (16 U.S.C. 831 et seq.).
