Congress allows Minnesota, North Dakota, and South Dakota, or any two of them, to make agreements to improve navigation and to prevent and control floods on waters that form their borders and the streams that flow into them. The states can pick projects and agree how much each will pay. The Secretary of the Army must study any proposed project to see if it is practical, estimate the costs, and recommend who should pay. If the Secretary approves a project, he can let the states carry out the work at their own expense but under his supervision.
