Congress permits the States of Maine, New York, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, Pennsylvania, West Virginia, Kentucky, Indiana, Illinois, Tennessee, and Ohio—or any two or more of them—to make agreements to manage rivers and streams that cross state lines. These agreements can cover water flow, flood damage reduction, removing pollution sources, or other public improvements. Any agreement only becomes binding after each state party’s legislature and Congress approve it.
