The Secretary can let people who do not work for the Army go to Corps of Engineers training if it is in the federal government's interest. Those people must pay the full cost of their training. Money paid up to the actual cost can be kept by the Secretary, put into the training account, and used for training without needing another appropriation. Any amount paid over the actual cost must be sent to the U.S. Treasury as miscellaneous receipts.
