The Secretary of the Army can set aside up to $62,500,000 in any one fiscal year from future rivers and harbors funds to build small river and harbor projects that Congress has not specifically approved. The Chief of Engineers must find the work wise, that benefits will be greater than costs, and that the project can be used without harming other sensible and economical uses of the Nation’s waters. No more than $15,000,000 may go to a single place, and the money for that place must be enough to finish the federal share of the work. Local groups must give any needed land, easements, and rights‑of‑way for free. They may also have to protect the United States from damages and do other cooperation the Chief of Engineers asks. Non‑federal parties can be required to pay part of the cost if the benefits are mainly recreational or mostly local. Each project must be complete on its own and not force the United States to pay for more work beyond normal maintenance. This authority includes, but is not limited to, making low‑water access channels from the Mississippi River to nearby harbors.
