When the Secretary of the Army files a legal case to take land for river or harbor projects Congress has approved, the United States can immediately occupy the land or rights it plans to buy and begin the work. That can only happen if money or other court‑approved security is set aside to pay the owners. Owners may ask the court to change the security, and the government must quickly determine and pay the compensation.
