A stretch of the James River and Kanawha Canal in Richmond, from the Great Ship Lock on the east to the city's west limits, is officially treated as nonnavigable for federal navigation rules. If Richmond or its chosen agent asks, the Secretary of Transportation must provide technical help so boats there are built, kept, and run safely. The Secretary can cancel the nonnavigable status if boats are unsafe, but must first talk with state and local officials and let affected people comment and have a hearing.
