Declares certain parts of the Delaware River in Philadelphia to not be considered navigable under federal law if the Secretary, after talking with local and regional public officials and planning groups, finds no serious objections. The two areas covered are Piers 70 South through 38 South (between Moore Street and Catherine Street) and Piers 24 North through 72 North (between Callowhill Street and East Fletcher Street), including Rivercenter. For each project in those areas, the Secretary must make a separate public-interest decision within 150 days after the proper plans are sent in. The nonnavigable finding only applies to parts that are or will be bulkheaded, filled, or permanently built on, such as marinas and recreation facilities.
