Declares part of Dark Head Creek in Middle River, Baltimore County, Maryland, to be nonnavigable water of the United States for navigation servitude. The area is northwest of a line that starts at Maryland State coordinates north 544967.24, east 962701.05 (latitude 39°19'42" N, longitude 76°25'29.5" W), runs south 68°37'56" west 227.50 feet from the existing bulkhead and pier line, and then runs south 44°48'20" west 350.12 feet to the point at coordinates north 544635.94, east 962242.46 (latitude 39°19'39" N, longitude 76°25'35.4" W). That line is set as the combined pierhead and bulkhead line. Any project Congress previously authorized that lies inside this area is not authorized after November 17, 1986. Congress retains the right to change or repeal this.
