The Secretary of the Army must make rules for using and running the reservoirs at the headwaters of the Mississippi River when the public interest or need requires it. Those rules must be posted where people can see them. Anyone who knowingly and on purpose breaks the rules can be fined up to $500 or jailed for up to six months. They can be prosecuted in the U.S. district court for the area where the offense happened. The Secretary must also have measurements taken at or near Saint Paul each year while the reservoirs are being operated to accurately find the river flow there. The cost of those measurements must come from the annual funds set aside for measuring the Mississippi River and its tributaries.
